Most fidelity measures used in quantum error correction theory use a given quantum channel (read error mode) and maximize, minimze, or average some inner product or some trace over all possible input states.

Is there a fidelity measure that averages, or maximizes over all possible channels, for a given input state? This may also relate to defining a natural (integral) measure on the space of quantum operations.
